Couverdon Real Estate and Royop Development Corporation Announce the Development of Jubilee Heights Commercial Village, a Community Hub and Premier Leasing Opportunity in Campbell River
CAMPBELL RIVER, BC – January 22, 2026 – Couverdon Real Estate, the real estate arm of Mosaic Forest Management, and Royop Development Corporation, a leading real estate development and management company, are proud to announce the development of the Jubilee Heights Commercial Village. - Car Wash Approved: A new car wash is coming to the gas station site at Beaver Creek Blvd & S. Dogwood. Site prep starts this fall.
- Community Guidelines Reminder: RVs, boats, and commercial vehicles must be screened from public view. Garbage bins should be hidden, and sheds must match home designs.
- New Home Designs: Secondary suites are now part of Jubilee Heights’ innovative layouts, perfect for multi-generational living.
- Landscaping Update: Boulevard work in Phases 3 & 4 continues through November.

Phase 6 Construction
Construction of Phase 6 has commenced at the northern end of our community, so please stay safe and obey all signs prohibiting access to the construction zone. Alongside this, we are committed to bringing to life the vibrant vision we have for the Jubilee community, which includes the charming commercial village and its many amenities.


Commercial Village Update
Beaver Creek Boulevard, an extension of Erickson Road, is now open to the public! The completion of Beaver Creek Boulevard was a an important milestone to further connect the community and provide convenient access to the new Phase 4 and soon to be Phase 5 additions. A ‘flashing amber light’ crosswalk will be installed at this intersection on South Dogwood and Erickson. We encourage the use of this entrance during the traffic light installation at South Dogwood and South Alder.

Traffic Light Installation
The City of Campbell River, in partnership with Couverdon, will begin construction of a traffic light at the South Dogwood and South Alder intersection. Starting mid-February 2022 and for the 4 weeks following, residents and the public are asked to avoid that intersection and to use Beaver Creek Boulevard, extending from Erickson Road, to enter the community. Construction Update
Work on Beaver Creek Boulevard was an important milestone to connect new phases that are nearing the end of their planning stage. Another road addition, Salmonberry Street, will be open in the Fall, continuing the tradition of naming conventions that call back to the abundance of nature found in the neighbouring Beaver Lodge Forest Lands. We expect lot registration to commence as well in late Fall and look forward to later announcements regarding future phases. It has been a wonderful experience to see the character of the neighbourhood take shape as family homes are built and constructed to create a unique and distinct style that make Jubilee Heights a cohesive and stylish community. As we wrap up construction on Salmonberry, we appreciate the public’s patience and adherence to safety measures.


Traffic Light Upgrade
We are pleased to work in partnership with the city to advance the crossing light at the intersection of Dogwood St. and S. Alder, which is expected to begin with construction later this fall – into early 2022. We look forward to working with the city to implement this measure in support of the overall growth and transportation strategy desired for the city in the coming years.

Discover Jubilee Heights: Your Master-Planned Oasis in Campbell River!
Jubilee Heights is committed to creating a community that offers exceptional value and service for residents and future investors. Our approach to the development of the community has been centred on the neighbourhood’s master plan, designed in coordination with the City of Campbell River’s official community plan. Jubilee Heights is a phased development with build out timed concurrently with necessary infrastructure expansion.
To meet the needs of the Jubilee Heights community, we provided funding for the off-site upgrade of a sanitary sewer system on Larwood, Harrogate and Erickson that completed in 2019. We also built an expansion of the Discovery Passage Stormwater Retention Pond to ensure proper stormwater management for the area over the long-term.
Jubilee Heights is not affected by the current limitations of the sewer connections in South Campbell River and is well-equipped and prepared to meet the requirements for the community’s master plan in subsequent phases. We look forward to the release of new lots in the fall and welcome any questions and interest about the future of Campbell River’s first master planned neighbourhood.
